Should it develop as you describe in your scenario, I've no doubt that a Clinton administration would use drones and robots, as well as RPGs, poison gas, flame throwers and napalm, etc. And they wouldn't need any particular precedent to justify their actions.
Leftists in power pay no attention to any constitutional -- or any other ethical -- restraints.
In the meantime, I don't have any objection to the use of the robot in this situation. It took out an unquestionably guilty murderer without risk to any LEO -- not unlike a sniper (who is subject to some admittedly small risk).
