It varies from installation to installation and even from office to office. I wasn’t surprised that someone like SecState would place all trash in a burn bag.
Once again, burning a copy of a document is not the same thing as failing to maintain a record of the document. You can make a hundred copies and shred 99 of them and still retain a record.
