This is probably wishful thinking on my part but if the fix was in, then the announcement would just be made that no indictments are being prepared. The Hillary camp doesn’t need any time to prepare to say what they have already been saying: she’s innocent. However, I could see a head’s up being given to prepare the Hillary camp for indictments. Such a courtesy isn’t uncommon among the elite power brokers.
How did it come to be available for them to meet in?
What communications, between which parties, occurred to arrange that the private plane be available for this meeting?

Their meeting was "entirely coincidental?" She didn't just happen to run into Clinton while walking down the street. Bill Clinton was not in Phoenix playing a round of golf. It was 106 degrees in Phoenix that day, He is about a month away from his 70th birthday, and has a history of heart problems. He would not be playing golf under those conditions. Clinton waited for Lynch to land in Phoenix, then went over to her plane while it was sitting on the tarmac and sought her out. Her FBI detail was told to leave the plane when Clinton arrived - but we're supposed to believe that he just dropped by to tell Lynch about his grandchildren.
