Some are, and are branded as such. I keep finding them all over the yard from the prior owner's kids. Of course, my yard is dirt and rock. The one's I don't like are the clear plastic ones I dropped on the tile floor. I think I found them all. Just walked around barefoot for a few days to make certain ;-). Not as bad as Legos, but not fun, either.

They’re junk. All are below 12 ft/lbs. Any air rifle with more power than that requires a Firearms Certificate and a Police approved gun safe in the UK.
