Two problems: first, if the AG has to conduct an investigation every time someone wants a 30 round magazine, the AG’s office will quickly be months or years behind, and second, there is no limitation on how long the AG can delay a sale. In theory, they could sit on the application forever. In practice they will probably just shitcan applications over a certain age and claim they have no idea what became of them. Congress will hold hearings and the people responsible will get big bonuses and permanent, high-paying jobs in the government.
