President-elect Rodrigo Duterte will not move a finger in getting Chief Inspector Arnold Ongache who was abducted by the New Peoples Army on 29 May 2016.
Ongache was held as a prisoner of war by the NPA rebels because he was protecting a drug sydicate in Davao Oriental. Ognache reportedly had a sachet of shabu inside his pocket when he captured at the Governor Generoso Municipal Police Station.
In a late night press conference on 2 June 2016, Duterte said that he talked to an NPA leader, whom he identified as Quinn, and he confirmed that Ongache was deep in the illegal drugs business.
I asked Quinn, are you telling me the TRUTH? He said that was the only we (NPA) attacked them. I BELIEVE him, he (Quinn) will NOT LIE to me, said Duterte.
When Quinn asked what the NPA would with Ognache, Duterte said: You have a kangaroo court, sentence him to 20 years labor. We will not get him, said Duterte.
Duterte reiterated that he would not tolerate illegal drugs under his administration and that he intended to deal with swiftly, decisively and permanently.
I will be harsh in dealing with drugs. Im sorry to that guy, I leave his fate to the NPAs. You gamble with your lives if you deal with drugs in this city, said Duterte.

Yes, I also get the English translations from the Tagalog. My wife tells me, since she speaks Tagalog and Bisaya, that a lot of what you may hear in English, is garbage. She listens to what Duterte actually says in Tagalog, and what the media reports that he says. Much of the time, the two are vastly different. Color me surprised. Not.

The corruption is the main problem. I’ve found it costs a lot to start a business and your profit will be fairly minimal. For years, unless you are a multinational, it’s almost a work in charity. However, once you have paid off your investment, you’re pretty much left alone to do your business.
Exactly, going after the drugs will do nothing about that. I have spent most my time in Makati, Bagio and Leyte. Never noticed much of drug problem but always was aware that to get something done I need to grease somebodies palm...
