S. Africa bill to redistribute whites’ land to blacks risks leaving people homeless

South Africa’s parliament has approved a bill that would see the government make compulsory land purchases from rich whites and redistribute it more fairly to address racial disparities, two decades after the fall of apartheid. The ruling African National Congress (ANC) has the August elections to consider, and the party has promised to ramp up the series of measures with its Expropriation Bill, South Africa’s Mail & Guardian reports.

Having passed the National Assembly, which added changes on Thursday, the bill will now head to President Jacob Zuma’s desk for signing.

The bill combines a series of measures that would see the land expropriated “in the public interest” and “for public purpose,” and has passed with both the ANC and several opposition parties voting in favor.

"The passing of the bill by parliament is historic and heralds a new era of intensified land distribution program to bring long-awaited justice to the dispossessed majority of South Africans," an ANC statement reads.

Since the fall of apartheid, about 20 million hectares (50 million acres) of land have been transferred to black owners. According to Al Jazeera, that’s 10 percent of what the whites there owned in 1994. The ANC aims to raise the amount to 30 percent.

But concerns have been voiced the law still requires work, and that there’s a lack of clarity on how the measures will be implemented.

The Democratic Alliance (DA) voted against. The party sees a problem with the term ‘property’, fearing that the loose term would create loopholes allowing more than just land to be taken away – such as shares and intellectual property.

Another issue stemming from the legislative requirements is that the sums paid out for the land would not cover outstanding bank payments. According to DA MP Anchen Dreyer, “It is therefore possible that an expropriated owner could end up without a house or farm, and would still need to pay installments on an outstanding bank loan. Which bank would grant such loans?”

The United Democratic Movement (UDM) also voted against on the grounds that the bill would leave out those who were dispossessed of their land before the 1913 Land Act.

The bill is also likely to rely on more than just the market value of the property, and will also include the land’s “current use”, “history of the acquisition” and “the purpose of expropriation.”

One ray of light for the landowners is the possibility of appealing a court’s decision on the amount of rand paid out.

The expropriation bill could also hurt investment into South Africa, economists and farmers worry – an issue that’s especially salient after a recent drought so severe it led to farmland seizures across the border in Zimbabwe.

The government says it’s moving fast with the law so as to correct the mistakes of the past in a swift manner. It promised South Africa would not see the same type of seizures that took place in neighboring Zimbabwe – which was rapidly scaring off investors by forcing companies to close unless they gave up 51 percent of their shares to black Zimbabweans by April 1.

Longtime Zimbabwean President Robert Mugabe is known for being a scourge on white farmers, and it was reported his supporters now own 40 percent of all land expropriated from them. There is one major difference with South Africa: they weren’t being compensated.

“It is essential that all citizens know that their property rights are secure,” Dreyer says. “Moreover it is crucial for foreign investment that property rights are secure. The bill in its current form impedes on this confidence.”

At least SA does not yet have govt designated queer/so called unknowns bathrooms and does not dictate toilet flush capacity yet.
That's an odd failing of Zero, Lurch and the rest -- probably can be chalked up to South Africa's having been such a huge success story otherwise. :')

My extended family is there right now and have been there from the beginning of the combined Dutch/French Huguenot settlement.

Name me one for real American Indian who belongs to a major political party that is not only a Commie, but who will lead his almost all Indian political Party to victory and take over running America. You can't and THAT is the only significant comparison, unless you are claiming that the Dem party is made up of all blacks and that Obama O( which isn't true, since NONE of his black ancestors were EVER slaves here ! ) is the same as Mandela.

The crazed LA RAZA bunch won't ever take over the USA ( though they are much closer to the ANC and it's ideas ) and they weren't here first, nor even later and weren't "slaves of other Hispanic peoples.

One should never attempt an allusion by generalization, with nothing factual to back it up with.

Also, black TRIBALISM never really was stamped out, in RSA, and that colors EVERYTHING over there.

And we ARE going to have PRESIDENT TRUMP, soon, who shan't stand for the crap that Obama has instilled and installed here.

My family arrived in SA in the early 19th century from Scottish background. I think you are being overly literal.

The same spirit behind the desire for revenge and the desire to steal and conquer and scapegoat white races for every evil and to justify any action necessary is alive and well in the USA. If things continue as they are there will be blood in the streets both in SA and in the USA.

The word for nation in Greek is ethnos. Ethnos versus ethnos is the idea.

Whether any leader or group is an overt communist or whatever group ideological label is applied it doesn’t matter. The desires and ultimate endgame are pretty much comparable. If political correctness and the march to dystopia is not halted then the middle class and whites will be sacrificed. Obviously there will be exceptions in which the “power elite” think they will escape and everything will be good for them.

I think you are being overly literal. I’m sure actually more exact comparisons could be made I just don’t feel the need to spend my evening researching and coming up with a an article for you. I’m certainly not worried about stepping on toes or poisoning the well of proper relations and niceties. I think the world and the countries in question are far past the rubicon for those things to matter.

You, and whomever you are parroting, are forgetting that there are now far more blacks in RSA than there are in the USA, TRIBALISM has NEVER been a part of their lives here, the "Hispanaics" (SIC) are NOT a homogeneous lot, nor are they a race, a the ONLY people we truly need to worry about, in this nation, are the damned Muslims and converts.

You need more actual education, vis-a-vis the ANC and the WHITES who instigated it and recruited blacks into the Commie circle ( which they also tried here, but did NOT manage to do all that well with it here !) and how these whites were murdered, once the black head members felt that their own power was imminent. The white instigators/elites are ALWAYS the very first to go; diddums.

I’m actually getting rather tired of answering this question!

1) Where would we go? We don’t have citizenship anywhere else.
2) The ZAR is about 16.00 to the USD, so it doesn’t travel well.
3) For many, age is a factor. In my case, which country is going to take a 60 year old female who is about to retire on an extremely modest pension?

The amounts have increased considerably in recent years. At the moment, the annual amount is ZAR10,000,000 plus the ZAR1,000,000 travel allowance per adult, with lesser amounts for under 18s.

Just one enormous problem with this - the average South Africa would not be able to come up with ZAR11,000,000 once off, let alone annually, even if they sold their houses and cashed in their retirement savings. That would also covert to under USD700,000.

What’s wrong here??? Our government does the same! Redistributes hard working, law abiding responsible citizens wealth and income to those who simply suck at the teat of government.

However, we don’t use force to do it. We use our tax system and regulatory laws to do it. There is no difference between South Africa and the U.S. because the result is the same, the methods are the same...CONFISCATION UNDER THREAT OF CRIMINAL PUNISHMENT!
