His mother is on the voting rolls in Canada. She had to have become a Canadian Citizen for that to have happened. Not a dual citizen by the way, Canadian. There was no Consular Report of Birth Abroad filed when he was born, at least not one that has been released if it did indeed happen.

Also, any child born of an American citizen, outside of the USA, MUST go to the American Ambassador and request that that child be recognized as an American citizen BY NATURALIZATION. Cruz's mother, as far as we all know, NEVER did that.
