His mother is on the voting rolls in Canada. She had to have become a Canadian Citizen for that to have happened. Not a dual citizen by the way, Canadian. There was no Consular Report of Birth Abroad filed when he was born, at least not one that has been released if it did indeed happen.

You believe his mother was a citizen when he was born because he said so, not because you have seen proof.

Even if his parents did file a Consular Report of Birth Abroad, which we don’t know if they did, that would make him a naturalized citizen, not a natural born citizen.
There has been speculation this was not done until he was 16 and wanted a driver’s license and a passport for a school trip.
He was solely a Canadian until 16 in that scenario.
He did not renounce his Canadian citizenship until 2014.
One cannot be anything else and be a natural born citizen.
It is an exclusionary term that means solely a US citizen.
