On most windy and sunny days that aren't too hot or too cold, we should have plenty of electricity to power it from our wind and solar farms. It is so important that it consume renewables.

I’d guess it’s well within the power generating capacity of a nuclear submarine, say. A railgun sidearm may be a ways off, though.

Do they mention the duration if the pulse. There is a big difference between 45 Mw for a microsecond and 45 Mw for an hour. You could power the former with the alternator on your car, although cycle rate would be rather slow.
