I’d guess it’s well within the power generating capacity of a nuclear submarine, say. A railgun sidearm may be a ways off, though.

Remember, it’s pulse power lasting milliseconds. Usually done by storing the energy over some period of time in a capacitor bank and then discharging it. It’s not so much the watts but the watt-seconds.

Also, it's 25 megawatts for a fraction of a second - easily stored up in supercapacitors or something like this over a period of time, then all discharged at once. Say, 25 Kw for 1,000 seconds (about 17 minutes). It's a high power requirement, but the total energy requirements are fairly modest (a couplafew megajoules?)
