So let’s see: One must assume that Ryan knows how the Republicans will vote on any bill he brings up. In this case, there are 246 Republicans in the House and only 106 voted for the bill. Less than a majority, not just of the entire House, but even of the REPUBLICAN CAUCUS.
Obviously Ryan was counting on DEMOCRATS to get the bill passed, since he knew that he was way short with just Republicans (as in over 100 votes short).
...and yet Ryan CLAIMS to be the CONSERVATIVE leader of the country? More so than Trump?
