They change from time to time, although this Billings rally is pretty much the same material. His energy policy speech was not the same stuff, or at least had a heavy dose of new material. Some of that will find its way to rallies, I think.

He had the teleprompters for his energy speech. He ad-libed frequently, but the meat of the speech was on teleprompters. His voice inflections changed when he read. I could see the teleprompter on the left side of the screen. He reads them well and it throws the listeners off because he does often go off script.
