Phrenology brought into modern technology?
At best it would be able to stereotype races who are currently prone to problems due to other sociological factors, and even that would be fraught with inaccuracy.

But regardless of the somewhat misleading title of the referenced article, there is probably no reason why this technology couldn’t recognize anybody.
