I concur - baseline is quoted as 20 minutes for the process, the vehicles average 22 minutes. I don’t see the problem, just another attack on modern diesel technology.

Correct. If they are running about 22 minutes and the govt requires 20 minutes, sounds like they are meeting the govt requirements.

Test runs twenty minutes so it is timed to run for the test only.

If it cuts off, it is NOT in compliance.
The analysis on F-C is decidedly mixed; sales are up strongly, the price of oil being lower helped pry out the pent-up demand, and the Jeep brand is one of the strongest there is.
