In fact If I remember correctly, it was the “Progressive Republican” movement in the early 20th century that enacted various political reforms such as getting rid of strong mayor forms of city government in favor of city manager types of systems. This was to get rid of the Tammeny Hall systems around the country. It worked in some places but in the larger democrat cities it never took hold.
