He can not win a GE with a shoestring campaign, needs to redirect the GOP staff, assuming they allow this. I’m sure they will work it out, Trump Organization knows how to best utilize talent.
Trump's people are working advance of tomorrow's meeting. From a distance, it seems to me that Trump is setting the meeting agenda, and I speculate it is exactly along the lines you allude to. Figure out what the RNC has for resources, lay groundwork for coordination between the Trump campaign and the RNC. I don't see the meeting as spending much time, if any, on policy or platform. Said another way, whatever it is that is keeping Ryan from getting aboard, that won't be the subject of the meeting. Trump doesn't care as much about Ryan's support as he does about getting the job done.
