China could probably ring the curtain down on this anytime it wished. They could, but they'd also fear millions of Nork refugees pouring over their border. The SoKos have the same fear as well, which is why both actually prefer the status quo.

If Trump becomes POTUS, he should offer 5% discount from his 45% punitive tariff on Chinese goods if Chinese cut their economic lifeline to N. Korea. I think that would be very persuasive.
