Also know as a cement overcoat, or a concrete kimono. Bad news either way.

Just have to ask, can a body with poured cement shoes really wash up on the shore?

I imagine the body gets bloated with decay and becomes more bouyant. Should have gone with the Size 97 shoes instead of size 10 I guess.

The ocean can also carry heavy objects beachward in its waves and currents.

Not sure on your question, but he has been identified - a Brooklyn gang member, Peter Martinez.

Just a thought. Wondering if the taped mouth, and nose prohibited the water from entering his body leaving sufficient buoyancy to counteract the weight of the concrete just enough to allow the currents to move the body to shore. Perhaps the perps should have left the tape back at the hideout.
As I said it’s just a thought, a curiosity.

Bloating with gases from decomposition causes bodies to float until it is released. Apparently the concrete was a bit too light for the job.

They must have hired one of the contractors that does some of our street repair with taxpayer dollars.
