NEW YORK (CNNMoney) The year 2016 is still on pace to set a record for background checks for gun purchases, according to new data from the FBI.
The Federal Bureau of Investigation reported on Wednesday that there were 2,145,865 background checks in April. Thats the slowest month so far this year, but its a 25% increase from April 2015.
Background checks in every month this year have made double digit gains over 2015, which had a record number of requests for background checks. If the current pace keeps up, 2016 will beat last years record.

Picked up a surplus Yugoslavian/Serbian 9mm for near pocket change so I have one in those numbers too.
I just picked up a 44-40 Henry repro at the Sandy, UT gun show and added my name to that number.
Also learned something new. I live in Arizona and had a Utah CCW, but still had to undergo a background check. When I asked why, the dealer said that I was only allowed to carry concealed in Utah, not buy without a check.
That crap has got to go.

The NICS check is a federal requirement, and must be accomplished for all gun purchases from a federally licensed dealer (there are some states and locales that mandate a more stringent standard, and in those places the NICS check is not needed. But there are not many).
Issuance of permits to carry a pistol concealed is subject to state and in some cases local law. Requirements differ for each state.
“Possession” (as in keeping or carrying) is distinct from “transfer” (purchase or the acceptance of a prize).
Thus we are faced with the situation that in some states, persons of age 18 to 21 may carry a concealed pistol, but cannot purchase a handgun unless they are 21 or over.
If anyone is inclined to make sense of this, I would advise not to waste the time. The intersection of law, politics, bureaucratic regulation, and public sentiment is a strange place. Expect anything to happen.

Persons aged 16 and above can carry concealed with no license in my state. Those younger than 16 only need a parental permission slip.
A record number of Americans are buying guns because of BiRacial Hussein Obama policies on terrorism, not because of mass shootings by white people. There has been more than 90 ISIS inspired attacks in the United States since 2012.
