This, I think, is the lesson from the Obama administration.
Few people realized just how much can be done by the Executive Branch via its control of all the bureaucratic minions in the agencies and departments. Replace them from the top down until you get to the level of 9-5ers with no vested interest in how things have always been done and who are gung-ho to get a promotion and do it your way.
Regulations that were devised and issued by agencies can be eliminated or rewritten by those same agencies under new management. Those that are not in the spirit of the laws passed by Congress can be struck down. Those that favor particular persons, groups or businesses either by name or by virtue of them being inapplicable to anyone else should be struck down. Many regulations were lobbied for by one business leader to create barriers to entry against competitors — making the only “legal” way to do something the way the lobbyist’s client already does it.
If I were Trump, I would appeal to the greed of the bureaucrats. Offer bonuses for identifying regulations that conflict with the laws actually passed by Congress or that were obviously written to favor particular actors. Same for cost-savings. I call it the “Dog-Eat-Dog Rule” after Atlas Shrugs but with an entirely different meaning. Offer government employees bonuses and raises based on ACTUAL cost savings — including reduced staff and cheaper vendors — and watch them cut each others’ throats.
That would be the one of the best strategic moves he could make. I am no fan of BJ Clinton but the firing of the US attorneys was a very astute move on Clinton's part. Give the devil his due, Bill could be a very clever politician at times. Hillary not so much.
I believe the republicans in congress will fall in line. They don’t want Trump endorsing and campaigning with their opponents in the next primary.

Trump already explicitly said that he will work with Congress on changing our laws like this, if necessary. He, however, does not think this will be necessary in most cases. He believes threatening something like this would make moving out of the country potentially too expensive and costly for U.S. companies, so they will simply stay here and no tariff will be needed (and many tens of thousands of mostly good paying jobs overall will be saved).
Perhaps if you listened to what Trump says instead of the NY Slimes’ reinterpretations you would already know this. (And what “investment” do you believe will be possible when most of our businesses have moved abroad? All Trump is talking about is giving business incentives to stay here in the form of large-scale corporate tax cuts and fewer regulations coupled with disincentives to move, especially when they hurt the country in doing so.)
