Not true. By the time we hit our late twenties we have become adults. The rest of life is maturing or softening or wearing out. Depends on ones perspective.

When I was a 18-19 y/o I was operating a console that was launching aircraft from a carrier in the Med. My officers, NCOs and the pilots trusted me to do my job.
That was in 1961-62, when young men in the military were still considered to be capable and reliable; just as they were in the Viet Nam fiasco. Boyhood friends died there.
I was not a brainiac in HS, but I had a good family and neighborhood culture where I grew up. ....The human brain apparently, on average, becomes mature when in the mid-to-late 20s, unless the host is given extraordinary challenges at a younger age.
