Nah. I goofed there. But Texas is a major shipping hub for both legal and illegal goods.

And yes, that is despite the Rangers etc. However, the Rangers etc. regularly take down a lot of it. Apparently, the profits are enough for the criminals to risk it. Also, many of the low level scum just aren’t that bright.
