Same outcome if it were a licensed Taxi driver. A business license is good throughout the state in most instances.

Exactly!

I was an independent contractor for 15 years and had to get a business license. An interesting note is that the City of Atlanta prosecutes non licensed businesses, the fine is $10,000 and/or 2 years in jail. They actively pursue non licensed operations.

Then they should require panhandlers to do the same.

That's silly, everyone knows there are two classes of people. Those who take and don't have to report it, and those who are forced to give money to the government so it will be wasted on the former. Panhandlers don't have to report any of the benefits they receive from government, unlike the rest of us saps who have to report any income no matter the source.

Think about how sick that is. Such a claim on your labor is really a claim on you as chattel.

There is the possibility SF says all cab drivers have to pay that licensing, and the back license fees is only collecting what the people evaded paying.

I wonder if this is why Uber admitted it gave 10-12 million account holders info to the government.
To let the IRS know who is making a lot of money as a cab driver and can slap with tax evasion charges.

Careful. That type of logic will get you screamed at. Of course, the law is that they need to get a license and file taxes
