Laws aren't needed. Common sense is. Illegal behavior in public restrooms is already illegal. Government should not be going here, however businesses should be free to make their own rules.

Many establishment have unisex bathrooms with diaper changing tables. Problem solved.

I’d mostly agree, but I have a gut sense that in this specific situation, something has provoked this. Something like obvious trouble makers. If push came to shove, that could probably be covered under disturbing the peace, too.
