Lt. Cmdr. Edward Lin was once celebrated by the American military for his personal journey, from his native Taiwan to service in the U.S. Navy, where he became an officer and eventually an American citizen. “I always dreamt about coming to America, the ‘promised land,’” Lin said in 2008, when he became a U.S. citizen. “I grew up believing that all the roads in America lead to Disneyland.”

The biggest news from this story is the claim Lin spied for Taiwan not the PRC.

Is that true because lots of foreigners worked on nuclear weapons programs starting from the Manhattan Project?

Yes, when I was in the air force there was a significant amount of stuff foreign nationals couldn’t access. On my clearance they verified by birth place with hospital records and also my parents birth place.

There were exceptions but only for areas where they had to have specific expertise.

As someone who was in the service back in the 80’s I can testify to what Drift said. Only service members born in the United States to American parents were allowed clearance past a certain level. This policy has obviously changed since then.

It ended with Clinton. I had a Fraternity brother who worked in the classified area of a major military provider. Prior to Clinton, you had to go through an armed guard and have keys/passes to see him.
I worked there in 1997 and I could walk over to talk to him unhindered. You could still see where the fortified doors and badge readers had been hung.

I remember in the late 1980’s and early 1990’s, even getting the most basic security clearance (Secret) was a big hurdle for foreigners. As we approached graduation at West Point, there seemed to be a mad dash to get the foreign cadets vetted...lots of people who had roomed with them were interviewed, etc. Most of us had been given a clearance our first year there - but I think powers that be delayed the foreign cadets’ applications until the very end, so they could have a ‘history’ to evaluate.

And later as a Lieutenant, we would occasionally have a briefing, and foreign born officers were excluded...so apparently they had not been given a clearance, which is very odd for an officer.

As an aside, I distinctly remember that the application included a line of questioning about homosexuality. Things have changed fast.

A ‘lot’ would be the wrong term. There were some. Most left out of Germany or Nazi-controlled countries. After the war, there are numerous Germans who were brought into the US to support technology developments.

Something I learned during a lifetime of soldiering is personal integrity isn't something a man can turn off and on at will. He either has it or he doesn't, and any man who will betray his wife and mother of his children will not hesitate when it comes to betraying his comrades and fellow soldiers.

Taiwan bought one Elint C-130 from Lockheed back in 1993. Maybe since Clinton has been giving all our secrets to the PRC, Taiwan needed to update it’s aircraft with EP3A technology. Or maybe he just gave them old fashioned intel. Should come out in the trial.

Back to the 80s, any U.S. citizen was eligible for a Secret and even Top Secret clearance. How they became a citizen didn’t matter.

The FBI background check exists to determine trust and loyalty issues.

But in an age where the top people in D.C. just dump secrets onto the Internet, does it really matter?
