Is there some part of being born OUT of the country that makes one a naturalized citizen that we could be of assistance in?

No, because one born out of the country to an American citizen is a citizen of the US at birth...a natural born citizen.

He never had to be naturalized because he was a citizen at birth...what part of that do you need assistance with. That is the law, it has been the law since the first congress, and it comports with the Constitution.
