You will have to start by convincing 70-80 percent of the American population that it is desirable and necessary.

Well, easiest vote the people out after a certain amount of time.

Next easy change the rules so that they can have a job, making it a duty not a job.

Hard Constitutional Convention.

If I recall correctly there was a state which placed term limits on their congressmen and senators. But the courts ruled that state law unconstitutional, so that it would take a federal law to out term limits in at the federal level.

After that, it’s either Article 5 or a referendum. The latter won’t be entertained by DC’s oligarchs.

Of course, back when the Constitution was ratified, the average life expectancy was something like 35.

The best term limiting is the election itself.

No, the federal court said that the Constitution had to be amended for there to be term limits for Congress. It was a federal court that overturned an Arkansas law on this matter.

The constitution only provides for elections. The voters must provide for term limits by not electing candidates

Well there you have it. Would take a constitutional amendment so 2/3 of Congress would have to agree to limit their own terms of office. Odds of that happening seem slim......

The Supreme Court ruled 20 years ago that congressional term limits will require a Constitutional Amendment.

I don’t know that it would help anyway. Members of congress don’t really get their feet under them for several years, and while they’re learning the ropes, their staff basically runs the show. Imposing term limits would be tantamount to putting the unelected staff in charge permanently, and they tilt further Left than congress does as a group.

I agree. A downside of term limits is it tends to increase the power and influence of faceless bureaucrats who remain in their administrative positions for decades.
Term-limited members of state legislatures come and go but civil servants are forever.

To get Congress to vote for it, grandfather every current member. It would apply only to newly elected congressmen and senators.

Just as the states amended the Constitution to establish term limits for POTUS (22nd Amendment), the Constitution must likewise be amended to implement term limits for lawmakers. Insights, corrections welcome.

But what the states really needs is to do is to amend the Constitution to give the state legislatures the same power to impeach and remove corrupt federal officials from office that Congress has, the states additionally being able to impeach and remove corrupt lawmakers.

The other alternative is a Convention of the States, sometimes referred to as an Article V Convention or a Convention for Proposing Amendments. Those who wish to scare people away from this idea call it a Constitutional Convention, which it really isn’t.

Just repeal the 17th Amendment and restore the Senate to its original purpose - a body that represents the States. Such an amendment is simple and straightforward, and could not be cheated.

Everything else just complicates the picture.
