Do these delegates get to vote at the convention?

Yes, they are as much delegate as are those from States. Of course, in November Puerto Rico will have a whopping ZERO electoral votes.

Rubio projected winner of Puerto Rico with 25% of the vote in.

Currently in line to win all 23 delegates, with 71$ of the votes.

They are like Guam They can vote in the primary but not in the general election.

Yet, Cruz was kissing up to the territories. Guam and American Samoa are supporting him and he was working on the Virgin Islands last I heard.

Anyone born in Porto Rico is a natural born American. Therefore, any Porto Rican can upon establishing residency in any state can legally vote.
