Yes, the PR delegates can vote in Cleveland and will do so if they arrange their transportation there at their own expense.

Lets see? Puerto Rico, a place where only 43% of working age adults actually have any kind of job... They have defaulted on their debt and are worse by every metric than Greece. Sounds like a good place for Marco to make his stand.
