So, yes, they can vote at the convention, and yes, their viewpoints are meaningless for November. As useful as having electors from France or Germany.

They are like Guam
They can vote in the primary but not in the general election. They have one representative in congress who can introduce legislation and vote in committees but not in the main sessions of Congress

Interesting Factoid: 6,000 prison inmates voted today in the Puerto Rico Republican Primary, and with only 25,000 citizens registered as Republican on the island, it could make a difference for Trump, Rubio or Cruz! Insane, huh??

If a Presidential candidate receives 50% or more of the island wide vote, that candidate receives all 23 delegates.
Otherwise, the delegates are allocated to each candidate receiving 20% or more of the island wide vote in proportion to the total vote of all candidates receiving 20% or more of the island wide.
They can vote because they are a territory, just like Guam which did vote. For the territory status one will have to thank Teddy Roosevelt for that. In or around 1905 Congress wanted to jettison every thing we got from Spain for the Spanish American War. Roosevelt opted to keep Puerto Rico, saying we had an obligation to. Perhaps better if he kept the Phillipines instead.
What I read last night (while waiting for the returns) is that no polling has been done in PR.
