It just occurred to me that during Obama's upcoming kiss-butt trip to Cuba that he may announce the release of the terrorists he hasn't already released.
More importantly, there would be no better time to announce that he's giving Guantanamo Bay back to Cuba.
Does this require Congress to approve?

To answer your question, yes, it involves a treaty. Either that or conquest (by Cuba), followed by a peace treaty.
While on the one hand the United States recognizes the continuance of the ultimate sovereignty of the Republic of Cuba over the above described areas of land and water, on the other hand the Republic of Cuba consents that during the period of the occupation by the United States of said areas under the terms of this agreement the United States shall exercise complete jurisdiction and control over and within said areas with the right to acquire (under conditions to be hereafter agreed upon by the two Governments) for the public purposes of the United States any land or other property therein by purchase or by exercise of eminent domain with full compensation to the owners thereof.

Can’t argue that we have a $hit government at the moment, but then you have a passel of a$$holes in yours too ( the name Strauss comes to mind and he claimes to be a “republican”). And you might want to give some thought as to just how little margin exists between a rational government and anarchy. California used to be number one in the nation for just about everything, but look just how quickly it changed here. I’ve been saying that for a couple of years. He and Moochelle are visiting Cuba in a couple of weeks. While there, I have no doubt that he will announce to the world that he’s giving Gitmo back to Cuba. No doubt about it.
