The dispatcher at the John Day 911 center hesitated when Grant County Sheriff Glenn Palmer radioed for information about a roadblock after state police shot and killed Robert "LaVoy" Finicum.
Palmer was on his way south from John Day on Jan. 26 after hearing reports of the traffic stop and shooting, triggered when authorities moved in to arrest leaders of the Malheur National Wildlife Refuge takeover.
The veteran sheriff had been left out of the planning for the stop on U.S. 395 about 20 miles north of Burns in Harney County and now he wanted his dispatchers to fill him in.
"I felt uncomfortable knowing I had to relay vital and confidential information to someone who may not be trustworthy," the dispatcher later told her supervisor.
The extraordinary scene of a police dispatcher distrusting the top law enforcement officer in the jurisdiction is part of a litany of allegations against Palmer that may not subject him to a state investigation.
The Oregon Department of Public Safety Standards and Training on Thursday released eight separate complaints, including ones from a 911 manager and the John Day police chief, alleging misconduct by Palmer. The complaints, filed the past two weeks, all raise alarm about Palmer's association with leaders of the refuge occupation.
The state agency, which licenses police officers, has asked the state Department of Justice to investigate. The licensing agency notified Palmer by letter dated Feb. 11 about its intentions, warning that if violations of police standards are found, he could face revocation of his police certification.
Palmer, sheriff since 2000 and now seeking re-election, didn't respond to requests for comment left in telephone and email messages.

The night LaVoy Fincium was killed and the others arrested they were headed towards Grant County and a public meeting to discuss their protest.
Sheriff Palmer was going to meet the group at the meeting, but he ended up heading for the roadblock set up in his county ahead of the ambush, accompanied by the Grant County District Attorney.
Palmer is going to be challenged for re-election this year as well as facing the threat of losing his police certification.
I know one thing;
This is called insubordination. If the dispatcher worked for me or for a department I ran, this dispatcher would not be working for me any longer.
Sheriff may not be able to fire him/her, but he sure as hell can reassign him/her to handling dog catcher dispatch. Or something even less meaningful.

Anyone still believing in the Constitution must be murdered or driven from office.
In the mean time, why doesn’t he arrest the dispatcher so he can cool his heels in the local jail?
Isn’t the sheriff the head law enforcement officer in a county?
He could arrest the federal agents.

In the US Army we trained at setting up and at responding to an enemy Ambush in a combat situation. The FBI video does NOT show ANY attempted intent by law enforcement to
accept peaceful surrender. It was a combat style ambush and Murder.The FBI said the OSP killed Finicum.Typically
the FBI provides support for such joint ops —but generally defers to local law enforcement. I can only
conclude the FBI found the OP REPUGNANT and possibly even
Criminal. I can find no other rational explanation for the early release of information that suggests MURDER.

Probably because she actually did give him the information, although she carped about it later. Reluctant compliance is still compliance.
It was and is NOT her decision to relay information to the sheriff. She is (should be was) and employee of the county and it her duty to forward information to the TOP LAW authority in her county. End of story. When the dust settles, the sheriff could fire the dispatcher for not doing her job and MAY possibly be charged with obstruction. Might be interesting how that comes out.
Sheriff Palmer once sent employees from his office to southern California so Calguns.net members could get Oregon CCW permits without having to travel to OR. Palmer himself may have come along, but it’s been so long I don’t recall. Anyway, I gather he was/is a solid pro-Constitution, pro-citizen type of guy.

The current ‘sheriff’ of Harney County was a BLM employee.
He has had a conflict of interest from the very first part of this mess.
However, this Sheriff sure seems to get the fact that ranchers are in serious jeopardy from the Federal government.
Wonder where they think their food comes from???
