California Legislature poised to pass replacement tax on health care plans

After months of uncertainty, the Legislature appears poised to approve a tax on health care plans that would generate $1.27 billion annually and could substantially boost funding for developmentally disabled Californians for the first time in more than a decade.

I imagine many of the illegals are developmentally disabled due to poor prenatal care, poor care in general and drugs so now Americans are to pick up for the irresponsibility of those not even our citizens.

It’s not strictly meant to do so. In modern politics (if not all politics in history), all taxation and redistribution schemes seem to me to not have been even to redistribute resources from one group to another, but to continually create new troughs from which the politicians could feed. The one thing they never do is truly solve problems so that their presence (and supports, perks, and entitlements) are no longer necessary. Instead, they seek ways of entrenching and extending their lives and reaches as politicians, and ways to constantly refresh the troughs from which they feed, that being their primary purpose for never solving problems and making their own political existences obsolete.

You are exactly correct, but to be accurate you must widen the group from "Politicians" to "All Government Employees", and consider adding some NGOs and some "Charities".

The history of funds “independent of the general fund” is that, sooner or later, they are absorbed into the general fund, whether by legislation, “emergency” (enter excuse here), or whatever.

The general funds is like the Borg—you will be assimilated.

Dollars are not generated. They are taken from people and given to other people after the government and it's public and private agencies skim off the top 75% for their own use as they wish.
