As a matter of fact I got an email from my Rep and she wrote it is dead on arrival in the House of Reps, it is also dead on arrival in the Senate.

Dead on arrival in the House is what counts - they have to initiate fiscal bills - with the exception of 0bama care were it was begun in the Senate and rubber stamped in the House - illegal but done.

I want to see him try to impose this tax by executive order. Now that would be a real Constitutional act of violence. Unless he can get John Roberts to twist it back into a fee and not a tax, thereby obviating House approval.
