Include a provision restricting federal court jurisdiction to the single issue of whether or not the individual ever entered the country illegally.
Of course you would need to clarify that over staying a legal entry period was consider as illegal entry.

How ‘bout “...from obtaining XYZ...” instead? No wiggle room, no splitting-of-hairs.
Course #5, makes the above moot. Regardless, shift those down to #2 & 3.
Make #1: “No illegal alien may apply nor obtain any municipal, State nor Fed welfare/subsidy/benefit.”
As for #3. No. Never, nada, zero. It is NOT the responsibility of biz to do the govt’s job. It also allows GOVT to scapegoat biz for the failures. Lastly, We the People do NOT need ‘permission’ from govt for any endeavor.
RE #4: Most people, especially those whom ‘work’ in govt, could give 2 sh!t about some verbiage. This is just another scape-goading tactic that puts the burden on others.
I’d say #5: Create a bounty system. $5/head for every apprehension. $10/deportation. Damn sure those LEGALLY in the country would have their paper (as they should) on hand 24/7.

Oh no we need a Constitutional amendment to force the President to obey his oath. Either that or we need a congress that will impeach a law breaking president and his federal lackey judges. predict neither will happen.
