Agreed . . . which is why step 2 is so confusing. It makes no sense to prohibit them from working if there isn't a greater prohibition against collecting hand-outs.

There should be only two type of hand-outs permitted:

1. Life saving medical care to get them on a homebound bus/train/ship/plane.
   
2. Passage on the same to be billed to their country of origin and/or deducted from foreign aid payments of a tax on inbound or outbound remittances.

4. Those looking to for work that will be paid under the table
5. Those carrying contagious diseases
6. Those who overstay their visas

8. Those seeking American welfare and medical care
