Perhaps that an indication of turbidity in the decision making process.

It would be interesting to see based on historical data right before the start of voting to see if polls start darting wildly as many become engaged for the first time. Kinda like reving engines before a race. Modeling excitement,desire and motivation are rather tricky still might be fun.
