It doesn’t. That’s why I say “opioid addiction” is part of the explosion in heroin addiction. The other part is what I posted. There’s many who were rec. cocaine users who switched to heroin because coke wasn’t around.
The point is that nations can overcome these problems. I don’t think there would be very much difference in thImperial Chinese and 19th century US reaction to the problem.
Me, I prefer the limited government and individual liberties our Founding Fathers fought and died for - but then, I'm an American conservative.

Sometimes - modern-day Iran and Saudi Arabia have drug problems despite harsh anti-drug policies.

19th century US had no federal anti-opiate laws and precious few such laws at any lower level of government.
