The best way to handle this would be that if Cruz is elected president, to rehire this NCO, and commission him in a rank higher than those who fired him, after firing them. That is, he was fired by the Army’s Qualitative Management Program (QMP board), so the members of this board need to be fired.
Then, after a suitable length of time, to insure that he will get a retirement at his higher rank, offer him the choice to remain an officer at that rank, or return to being an NCO with a promotion in NCO rank to Master Sergeant.
