WASHINGTON (AP) -- They say crime doesn't pay, but that might not be entirely true in the District of Columbia as lawmakers look for ways to discourage people from becoming repeat offenders.

The D.C. Council voted unanimously Tuesday to approve a bill that includes a proposal to pay residents a stipend not to commit crimes. It's based on a program in Richmond, California, that advocates say has contributed to deep reductions in crime there.

Novel idea: arrest the criminals and prosecute the repeat offenders.

I thought welfare was for that purpose already!

I hope they give them enough for their drugs so they don’t have to rob me to get them.

Isn’t that what welfare tries to do?

“A proposal to pay residents a stipend not to commit crimes”

Attila the Hun worked that angle on the late Roman Empire pretty well. Give me a bunch of money and land, and I’ll go away. For now...

Here’s a better idea. Anyone shows up to take that money — shoot them on the spot.

They used to call this “protection money”.

McDuffie argued that spending $9,000 a year in stipends "pales in comparison" to the cost of someone being victimized, along with the costs of incarcerating the offender.

Note McDuffie, that's $9,000 of someone else's money your spending - per person.

I have an even cheaper solution. Simply allow the good citizens of the city to carry their own firearms in self defense. Well, don't "allow" it, merely stop preventing them from exercising their rights. Won't cost you, or the taxpayers, a penny. Guess what, this will be just as likely (if not far more likely) to avoid the cost of someone being victimized. It will also avoid the cost of incarceration and drastically cut down on repeat offenders.

Pay people not to commit crimes though, really? That is nothing more than subsidizing criminal behavior. How long does this go on, the rest of the criminal's life? One of the absolute dumbest ideas I've ever heard. That's saying a lot, 'cause I've heard some really dumb-a** ideas come from liberals. I have to admit I'm somewhat impressed that they've elevated their stupidity to this level.

Here’s hoping Congress passes universal carry. I’m sure some of the thugs will still be out there for the thrill. Unlike game animals elsewhere, there won’t be a limit on thugs in DC.

We can visit DC and play predator.

Dead people, on average, commit fewer crimes.

They’ll be paying stipend money to people who ARE committing crimes, but not getting caught. America going down the rabbit hole at full speed.

Unintended consequences f the liberal mind...In order to avoid becoming a REPEAT OFFENDER, you first have to become a FIRST TIME OFFENDER.

Kids are smart, they know how to game the system..they know that first timers get off with a slap on he wrist, maybe some community service. But in order to qualify for the checks.., a kid with a clean record will FIRST have to go out and commit a crime

Anyone remember Midnight Basketball?
