WASHINGTON (AP) -- They say crime doesn't pay, but that might not be entirely true in the District of Columbia as lawmakers look for ways to discourage people from becoming repeat offenders.
The D.C. Council voted unanimously Tuesday to approve a bill that includes a proposal to pay residents a stipend not to commit crimes. It's based on a program in Richmond, California, that advocates say has contributed to deep reductions in crime there.

took 2 guys and a gal home, black. They were nasty to me a few times, then the girl said it was an emergency and she had to go to the bathroom at a gas station in the projects.
i got out because she couldn’t open the door, i got it open, watched the door until she came out and her two guy friends stayed in the car locked in.

You know what works really good as a deterrent? Victims being allowed to carry guns...but this is DC so that’s not allowed.

I would offer an opposite proposal.
We already do that. Welfare. EBT. Section 8. SNAP. WIC. SS. It would be cheaper to arm every law abiding person and give them a CCW.

So we already pay these people to not work, and now they will get overtime for not committing crimes of course I am sure there is a 10 to one ratio between incidence of certain crimes and getting caught. What is next, bonus alcohol, cigarettes, and xboxes if they exceed a minimum requirement of public urination every month?
