What did he say to the ethanol lobby? And what does that have to do with his views on the EPA?

He said that he would keep the ethanol (Renewable fuels) mandate and that he would use the EPA to enforce it to the fullest extent of the law. Since the EPA practically writes its own laws (’regulations’, ‘standards’), that means the EPA will stay around.

Yes, as was everyone wishing cruz would come in first. At the opening of the cauci no one could have predicted, just too many variables to the process. So everyone’s prediction was based on wishful thinking.
