As opposed to keep selling listeria at a discount? Sounds like they have no other option. As I said, they should look into dissolving, re-branding, and doing everything to get as far as possible from “Blue Bell”. Yikes.

In humans a bad bout of listeria will cause kidney failure. You would have to eat huge blooms of it though. Listeria is a very dirty word anywhere near a hot dog or deli meats plant. They will bulldoze the plant. I have gotten several pieces of machinery from such closed down plants and they had to go into our cook-rooms at 300 degrees for 24 hours before we could bring them into the maintenance shops to refurbish them. All the electronics, plastics, pneumatics, and wiring had to be stripped out before coming onto the property.
And I don't anything about goats. When I'm Texan I'm going to rope cows and steers and bulls and such, like all the other Texans.

Listeria usually just comes from poor cleaning of the equipment, inadequate heating of the water or milk, or poor conservation of the product. It’s a problem in dairy products but usually it’s limited to homemade products (such as fresh cheeses).
I doubt that anybody has been sabotaging Blue Bell, but it’s possible that they didn’t get their systems entirely clean after the first outbreaks. Since this has been found in more than one factory, there must be something they are doing (or not doing) that is encouraging it. These things can be hard to track down.

I believe that goats are a big deal in and around San Angelo, mainly for birria and milk. I also saw camels
being raised near Wichita Falls.
At least they found it time. Sounds like they fired that IDIOT MBA guy who touted himself as an ‘efficiency expert’ and made them justify their prior conservatism (i.e., frequent cleaning out of their facilities)...since they had been doing it that way for many decades - they couldn’t find the justification - so he made them use less frequent cleanings - with the not-so-surprising results.
Everything above is based on my conjecture, but this is typically how well-established companies fall on their faces.
Someone needs to create a robot that could enter the plant and irradiate it. Similar to irradiating food, except in a mobile unit. The plant would have to be evacuated at the time.
