My understanding is utilities are/were going to be turned-off to the building.
Temperatures in the single digits will make an unheated building rather uncomfortable without proper equipment.
One would wish to be spending their nights in a warm sleeping bag, in a tent, even indoors.

A Honda EU2000 is 1000 bucks, and it doesn't weigh quite as much as a bag of potatoes - with a handle. :)

Don't see what they need lec-tricity for, anyway.
