My guess is it was an ordinary theft.
Muslim terrorists seem to have plenty of money. If buying a large number is suspicious they could just buy one at a time and have friends do the same.
In other words there is no real reason for terrorists to steal them.

125 gallon propane tanks placed upside down in strategically chosen sewer manholes with the valve open, could turn an entire town into a bomb.
