I think you're kind of missing the point (purposely I suspect). Regardless of their 'always' policy, Trump's point was correct - they have taken ZERO refugees.
Trump SHOULD have known that the Saudis have NEVER taken refugees. If he knew that, why state the obvious? Why bother to drive in a point that everyone knew?
The Saudis aren't GOING to start taking refugees. Trump probably knows that too. He's a smart guy. He also knows that what he says or does ISN'T going to change the Saudis.
Before today: ZERO refugees
Tomorrow: ZERO refugees
So what point is he making? That the Saudis take ZERO refugees? Who DOESN'T know that? Twilight zone time.
