We do not reassign a Social Security number (SSN) after the number holder's death. Even though we have issued over 453 million SSNs so far, and we assign about 5 and one-half million new numbers a year, the current numbering system will provide us with enough new numbers for several generations into the future with no changes in the numbering system.

That piece of "information" from the Social Security web site isn't quite accurate. A few years ago, the numbering system for NEW cards was changed, so that the first three digits of a NEW SSN no longer indicate the specific state (or DC or territory or commonwealth) in which the recipient resided when the SSN was issued. But that change in the numbering system would have no bearing on the SSN which Obama purports to have received decades ago.
