At the very least, put the car in neutral and floor the gas so that the engine roars very loudly. Might be enough to make them jump off a bit.
First off, we must stay aware and informed about what is going on. We need to know if it is getting worse. It is.
Second, the more “air time” this barbarism gets, the more likely (even if it is only remotely so) it is that steps may be taken.
Third, people need to know when & where this is happening so at the very least they can avoid it.
As to nothing getting done. As far as government and the other entities that are paid to deal with this, yep nothing is and nothing will be done.
However, by spreading this news that the MSM hides, people are taking positive steps on their own. Note the dramatic rise in women carrying concealed. This is happening because these stories are being shared. And this increase in CCW is having an effect on crime, except in commie areas like DC where people can’t carry.
At least by being informed people have a few choices. Leave, or stay and be a victim.
I have in laws that watch only MSM. They insist none of this is even happening. If/when they are victimized it will be their own fault.

Have you checked out “Chief” Cathy’s “battle ribbons?” She has one for “working an inauguration, one for “attending a state funeral, etc. Probably one there too for “fighting off a dildoe!”

Situational awareness at all times.
Don’t assume they’re always on foot.
They often hunker down inside a parked car nearby, especially around ATM machines, then jump out when they hear / see you.
Be prepared to defend yourself always.
