They are out of control.
There's a big city near where I live. And in one particular part of the city, the neighborhood "youths" play this game: When a car stops at a red light, the youths surround it, and run around it until the light turns green.
No one gets hurt, although plenty of drivers get scared. And no property damage is done. So the police don't care very much.
But should a driver move forward and bump one of the partygoers, be assured that the driver will be arrested for failure to control his vehicle.

All you do is post a story like this, people get upset, and nothing gets done. I’ve quit reading most of them. NOTHING is being done about this and NOTHING is going to be done. Focus on doing good and helping someone out and quite immersing yourselves in this stuff. God is in control and when He gets ready, all hell is going to break loose on evildoers. Find something good to do for someone and get your minds off of this.

If it works on "Paris-Style Attackers" I guess it would work on "Teenagers."

I have what's called a LTCF. I'm going the opposite direction from LCP to CZ75 because it's getting cold and I can drop that honker in a winter coat pocket or Maxpedition Fatboy.

In DC it is almost impossible to get a concealed carry permit. Those with the guns are the crooks and the authorities, but I repeat myself.
